Find and neutralize suspects (Police Tactics: Imperio)

After investigation, the task "Find and neutralize suspects" appears for the patrolmen. I cannot figure out how to do this. They are not on the street, the patrolmen cannot enter the house, the foot and car patrols just pass / pass by and that's it, the mission time is over.
