Mods don't work. (Fallout 4)

file fallout4prefs.ini prescribed how to
file fallout4.ini nothing prescribed (more on that later)
in the prescribed fashion plugins.txt file which is necessary (there is "read only")

PS there are mods that do not add other folders like Strings, meshes, etc. to the data folder ..... only esp files. The game starts, but the mods do not plow.
If I add lines to the fallout4.ini file so that the game reads other folders from the data folder, then in the main menu the game either hangs or loads the save endlessly.

What to do?
