Decrypting DAT Files (Star Wars: Republic Commando)

Hello dear friends, I have a question that I cannot solve. How to decrypt a DAT file. I know that you can download the DAT file editor here, but my antivirus swears at it, and immediately after downloading it removes it as a malicious program.

I looked for editors on the Internet, but did not find anything worthwhile.
