Not improving weapons (RAGE 2)

People tell me how to improve the weapon, pumped it back a few levels, and then velrita I already have the sea, and the active pink button press F is empty, just pink...and can't improve, and so on all the weapons stuck on the third level that the gun that shotgun that the rifle...that is not what I do?)))
