Performance Issues (The Elder Scrolls 5: Skyrim)

Guys, the question is - installed Skyrim and some kind of crap is going

on 1) FPS is limited to 30 (although in all games it is stable at 60, and tanks on ultras and GTA 5 and the Arma III option tander keeps 50 stably)
2) Lags Intel Core i7
