Game Won't Start - SHELL32.dll Error (Borderlands: The Pre-Sequel)

When you start any launchers, nothing happens, and when you start BorderlandsPreSequel.exe itself, an error takes
off.The entry point to the SHGetKnownFolderPatch procedure was not found in the SHELL32.dll
Windows XP library , everything worked before the update. Setting the location of the "My documents" folder by default does not help.
