can't hire recruits (Kenshi)

Hi all.
this problem can't hire recruits in the game. No icon appears for of conversation and right-click the identity has no options to speak. can you talk the talk with the NPC type merchants or mercenaries and unique characters also have no way to recruit. I tried to import the game did not help. tips type cntrl+ shift+ F11 or shift +F12 also not given nor what the result.
