Mods from the steam workshop (pirate) are not visible in the launcher (Hearts of Iron 4)

I downloaded mods from SKYMOD, unpacked and inserted them into documents / Hearts of Iron / mod.
Launched the launcher but the mods are not displayed,
I do not know what to do. HELP
