Agility and other stats (Dark Souls 3)

I play as a magician, I do not like the casting speed of the arrow of the soul, lvk pumped it to 35, during the whole game I did not notice any increase in speed (it just says everywhere that the lvk is responsible for fast casting of the spell), as a result, with the codes I set lvk to 99 anyway, no casting speed did not increase, what's the problem? or am I a fool?

The speed of blows or casting of spells does not depend on the parameters of the character. The game will not allow you to shoot arrows of souls like a machine gun and swing a smoky sword like a dagger. Maximum - any item will do, but even then it is unlikely.
