For some reason, voiceovers are missing in some repacks. Although they "weigh" only 7 MB. Should be located in the Sid Meiers Civilization Beyond Earth assets Sounds Speech Shared folder.
In general - there only Kozlov speaks Russian, with a terrible accent - and the rest - in their own languages.

So don't be too upset.
