Alliance supply line (Fallout 4)

Why can't I appoint suppliers from the Alliance? When I go up to the settlers to assign them to the supply line (LS), at the top left, it says that this person cannot be assigned to the LS and this item is not highlighted, or I am doing something wrong or they cannot be assigned to the LS at all
