Raider flags. (Fallout 4)

Are these flags only allowed on the amusement grounds or across the community? An empty settlement, there are flags in the construction menu, but cannot be installed. Is this a bug or you also need to complete special missions. I play as raiders, I became a boss, meetings with the leaders of the gangs took place.

Flags will become active when you start creating raider settlements in the Commonwealth. They are like towers at the settlers, they call raiders to the cleared settlement.

There are already 2 free settlements. Alliance, cleared of the locals and the boat house, next to it, cleared of mosquitoes. Flags cannot be set.

Flags on the quest are activated, you must take them from Shank after clearing all zones of the park. If the building mods are worth it, go ahead, I had problems with this.
