VATS is not slowing down. (Fallout 4)

Actually, the title speaks for itself. VATS, for some reason, does not work properly. there were mods for replacing sounds, but erased them, the problem remained

There were no other mods at all? Before that, something was wrong with the Watts? License, or not? (Checking cache / reinstalling not an option?)

litsuha, cache check, reinstalled mods with sound, and deleted again (in case some file was deleted incorrectly), but nifiga does not help (there were no problems before ..
