How do I make a purple / blue modification? (Cyberpunk 2077)

Technique has been upgraded to 19, perks for crafting the legendary have been taken. In this case, blue and purple modifications are not displayed in the creation / improvement.

I got green and blue mods from the white scheme even without pumping the technique, I just rolled until it rolled.

What level of Sativum do you have in creating?
