This refers to the tasks associated with help, which he issues constantly when approaching him. How can you logically stop them, without mods ??? And is it even possible?

They just would not be infinite if 1 task was equal to one settlement, but unfortunately there may be a task for the same settlement 5 times (cleaning a place, kidnapping, etc.). So instead of "attaching" new farms, the tasks come from the same Yoriks and buffs.
