Craft affixes stack with rar ones (amuli 20fkr, etc.). In this sense, yes.

They are not crafted. Worse / better ... whichever is needed. On magics there are 2 affixes in total, so the profit is in an extra socket / + 3 tabs. Gamble is stupidly the fastest way to roll hoops. But rare tiaras also sometimes shoot with skulls during imbue / cooking.
