I bought msi gtx 1070 gaming x 8g specifically for GTA5 and saw problems that were not with GTX980oc.
Everything in order, the graphics settings in GTA are very high (I turned off only the grass from the highest to just high, the shadows are just high, all anti-aliasing is completely disabled, the resolution is 1080p) the GTX 1070 should have coped with these settings, but even if it was not like I will describe below.
The processor (i7-3770k 4.3oc) in the game is loaded only by 50-60% maximum and vidyuha by 70-80% (even up to 90% never reached) BUT! At the same time, its behavior is very strange: in scenes where I have 80-90 FPS, the GPU core works in the range of 1756-1980mhz (to the maximum), and when I get into a “difficult†scene, the FPS drops to nasty 50 frames and I hope to see monitoring that something is missing (in the case of the GTX980, everything was logical, the fps dropped to 50 and the GPU is working at 100% and the frequencies are stably kept at the maximum mark and it is immediately clear that these 50 fps rested on the GPU and it threshes 100 %) But with the GTX 1070 FPS dropped and the CPU was loaded by 55% and the GPU by 75% AND WITH THIS HE DOESN'T EVEN BREATHE AT THE MAXIMUM 1980mhz !!!! In theory, everything should be fine with performance. I have a witcher in 2K and 60 fps goes. Yes, I lowered a couple of options by one cell.
Without anti-aliasing in Metro, the ray of hope is 2K and somewhere under 100-120 fps.
Maybe your OS is loaded with all sorts of rubbish?
I reinstalled the OS as soon as I changed the vidyuhu (all the drivers on the chip and ..... installed)

what is the OS? It is advisable to bet 10, on it the Pascals (and not only ones) work great in games. The new build, judging by the reviews, added smoothness to the games.
PS: I have GTA 5 on the 1070 oven at 2560x1080 resolution sometimes, up to 50 fps gives out. And in dense grass it often happens below 40.

PS: you also eat more than 8 GB for sure. As I understand it, you have 8 GB operatives? In this case, the game uses the swap file, and because of this, the FPS is not entirely stable. You must have at least 16 GB of RAM to play GTA.
