Such a thing empires are constantly sending a message about the opening and closing of the border (for them my borders are closed, but they are still sending it), which interferes and makes whoever comes across nervous. Pirate.2 Comments

We need to wait for the next official patch. There is an unofficial patch that fixes many problems, including this one. Incentive version - https://steamcommunity.com/sharedfiles/filedetails/?id=728486525. Since you have a pirate, download from here http://www.moddb.com/mods/unofficial-asimov-hotfix. Only the version here is not the newest.
