Torgotron's energy weapon (Fallout: New Vegas)

Energy weapons do not appear in the Torgotron for sale. Already the Van Graffs are dead and have waited a long time, but still not. Glitch?

Download the level 30 "similar to similar" perk and head to the wasteland for a unique plasma rifle, which you will repair with laser rifles and pistols, which are ubiquitous even among raiders
