Perks and characteristics (Cyberpunk 2077)

Tell me if the perk can be pumped above the characteristics? For example, I have reaction 6 and reaction perks (blades, short-barreled, rifles) pumped to 100% level 6. And it looks like they got up. Is this how it should be? I just read the complaints that the pumping is buggy and stops.

No, if you have 10 in technique, then the creation will swing up to a maximum of 10th level. Well, others are all by analogy.

50 maximum. Characteristic points are not enough to pump everything.
If skill points can be obtained by pumping the main level, the level of possession and find "chips" with a skill point, then with characteristic points only increasing the main level
