Token of Absolution (Diablo 2)

Token of Absolution was added with patch 1.13, along with so much more.
http://diablo2.diablowiki.net/Diablo_2_Patch_Notes_1.13 - full patchnot here.
I want to highlight
* Increased the drop rate of high runes
* Fixed an issue where auras were not re-applied to your mercenary after it was resurrected.
* Removed Oblivion Knight's Iron Maiden curse.

As I understand it, 1.13 still does not smell. The server probably lives like this since the client was released 1.12. Well, iron maiden and drop runes, but respec is really not enough. I do not know how to others, but for the sake of a new / corrected build, it is expensive to download a new Persian.

The gameplay changes announced in the patch notes for patch 1.13 will, with a few exceptions, also occur in our game world.
Already 6 years have passed, and progress is 0.
But
version 1.13d was left with the sole purpose of better protection against cheating, besides, it is not difficult to update your client to it.
The differences between the 1.10-1.12 and 1.13 versions may be in a slight change in the damage figures shown in the character statistics window for some skills, but almost everyone probably knows that these figures in half of the cases still do not correspond to reality and are only suitable for a rough estimate (and sometimes and they are not suitable for her), so this cannot be considered a serious difference
Yes, with the release of 1.13, the balance of skills was corrected, but they tell us that no, do not believe ... everything is not as it really is.
And about the conversation that the numbers of the client version are not associated with the server. Half of the changes are related to the server side.
Conclusion - this is not necessary for the administration of the village. All and so the rules.

All that was not entered are "some exceptions". For example, unimproved drop of runes.

Well, the drop of runes can increase by 0.000000001% and this is already like a buff. I'm sure everything that is not related to the client's patch remained somewhere in the distant 2010. What is it about to drive a token into the drop essence table and into the cubing table?

Just one person thinks that here is the original, and 1.13 is a vasyan fashion from schoolchildren from blizzard.
