Steam bonuses are no longer transferable?

When trying to transfer bonuses to Steam, a red window popped up with a message about the impossibility of performing an operation. Is this some kind of temporary glitch of the site or the consequences of the adopted bill, which is written about on the main page of the Steam ?!



I went to the alternative "Igromagaz", but to my surprise, the site is practically not working, and there are no actual discounts there, as well as an extensive selection of games with DLC.

Can someone please explain this situation?
