Morse Code for Mineral Dye Mine (Wasteland 3)

During the quest "Missing" on the loke from the title I found a House on Wheels and an antenna just above it on the hill. If we leave one Persian near this antenna, and the other stand near this van, we begin to hear the Morse code signal. Who knows what he's talking about?
