Good question, by the way. As far as I know, you cannot turn off the voice communication in the game, because it is built-in. Plus, the game does not have any sound settings at all, either in the single or online, except for sound notifications.
Amers posted a couple of ways how to turn off the voice chat. I will not insert the link, just a copy of the information from the source. Infa is all in English, but I think even a 5th grader will be able to understand what, where and why.
1 way. It disconnects the rest of the players, i.e. you won't hear them. Suitable for those who are tired of blocking everyone.
Right click speaker icon in system tray.
Select Playback Devices.
Select a Playback Device other than what you use for sound output.
Right click it and select Set as Default Communications Device.
Hit OK.
Left click on the speaker icon in the system tray.
Click the icon below the slider on the device you chose to mute it.

Go into the settings of your 3rd party app and set the input device to your mic.
Personally, I used the 2nd method, because the microphone on the laptop is very sensitive and even reacts to breathing. It was very annoying. Therefore, I blocked myself, and I hear everyone else. All 2 methods are exactly working, so choose whichever one suits your taste.
