They can be obtained as soon as Shay becomes a Templar, It is somewhere in the second or third sequence. They are called not the sails, the helm and the Templar's bow, but the Wolf sails, the Wolf's steering wheel and the Wolf's bow.

Use contracts in the captain's cabin, complete the necessary additional missions

I will say this - the trailer accessories for the ship are the Wolf sails, the Wolf steering wheel and the Wolf bow figure, but there are also the Templar sails and the Templar's steering wheel / (here are the screenshots ↓)
