Problem (Hitman (2016))

Good day to all) in general, I bought a hitmen, I wanted to install it via steam rip - it did not work. as a result, I downloaded, installed, thought that it would be nice to restart the computer before starting. after rebooting, steam started checking files in downloads iiiiii ... started downloading again! and so twice. I tried everything, threw the game files into all folders where there may be movement associated with downloading and installing - the result is zero. if someone can help, I will be glad)) but I'm already thinking about making a return, it's a shame (((
