Can't get a route (Anno 2205)

It is not possible to build a route between the Arctic and the temperate zone. The goal states that you need to build a route for transporting superalloys, but when you try to create a route, a message appears that you need to improve the spaceport. In both zones, the spaceport of the second level (it is enough to create routes), for the third level, the same superalloys are needed. There is nothing on the forums about this. I tried to make a new corporation - the same thing.
