Change of localization (Mirror's Edge Catalyst)

... Mirrors Edge Catalyst Data Win32 loc there are localization files, but since they all weigh 1kb each, these are just links to localization. If you delete all files except en.sb and en.toc, then they start speaking in English, but the text disappears altogether. If you return at least 1 of these ru.sb or ru. toc game again becomes completely in Russian. I tried the combinations en.sb and ru (dot) toc, and vice versa, the Russian language remains. I want a game in English, ideally English voice acting and Russian subtitles.
Are there folk craftsmen here?) Is it possible to do this in general?
