Server rules (question) (Diablo 2)

I did not find there an item about wigs, which are so often found on the forum.

What do wigs mean?
On bnet, I always drag mules to hell with me, for more convenient trading and just muling. Are these wigs too? After all, I will break hf from them.
And just to breed the charms cl-> exp, or quality 20/40/60 - is also considered a violation (after all, the essence, as I understand it, is in hf)?
