XBOX ONE and Windows 10 are now one.

I couldn't figure out how to name the topic more correctly. Not long ago, there was news here that all games coming out on XBOX ONE, whether exclusive or multiplatform, can now be launched on any gaming PC equipped with Windiws 10 and some kind of special application where only registration is needed.
So, if this is all true, and I'm sure it is. I am interested in this question. There is such a game as potatoes, now on the PC it is the shit on which the developers put the bolt. And on the same XBOX ONE, this is a pretty good game, where there is a change of day and night, weather effects, a beautiful picture and all models are made in HD, well, it is not Belarusians who are engaged in this game, but some American studio.
So, if I put myself Windows 10, and an application that will allow me to play games from XBOX ONE on a PC, can I put myself a normal World of Tanks that the Americans made for XBOX ONE, and not this shit that they cannot bring to the mind of Belarusians and which is called potatoes?
