I have on Ay5 4430, 8GB of RAM and GTX760 at a minimum and then periodically freeze (and when it does not freeze relatively normal fps). on average there is no buzz to play at all, every now and then friezes. The optimization of the game, to put it mildly, is bad. But it has been worse.

Come on. But do not count on stable 60 fps))) At low I think you will have 40 fps, at medium 30 with drawdowns, at high 15 with drawdowns, at ultra less than 10. Play either medium or low.
More chances will appear after adding RAM. For example, up to 8 GB of total memory.
Medium settings should be at 30 fps, but there will likely be dips below 30.
