Well, it would not hurt to clean the vidyukha from dust, remove the cooling and change the thermal interface, otherwise it probably dried up. Try to install MSI Afterbirner first. In it, you can change the frequencies or revolutions of the cooling cooler on the fly. Raise the speed of the cooler and see how much the temperature will drop and whether it will work more stable. If it becomes more stable to work with a decrease in temperature, then clean and change the thermal interface.
For the gtx 560ti, the temperature of 75 seems to be not critical.
