GTA Online | low FPS. (Grand Theft Auto 5)

FPS in GTA Online is kept in the region of 20-50 (almost never reaches 60) at any settings. I play at high, but dropped to the minimum - FPS did not change, it also remained low. In a single player game, the FPS is stable around 60-80.
