Is Excalibur buggy? (Assassin's Creed: Valhalla)

I recently received an Excalibur, according to the description, it should blind enemies with crits and heavy finishers. In fact, there is a flash when the conditions are met, but no effect on the enemies is even noticeable.
Is the sword buggy or just a useless ability?

Blinding Enemies doesn't actually blind enemies as you might think at first. from my experience with this two-hander I can say that blinding knocks down enemies a red (unblockable) attack and therefore they can be attacked almost without stopping, very useful when killing healthy opponents whose "red" attacks are more frequent than usual

I thought so too, but when I attacked the goliaths, neither red nor yellow blinding attacks were lost
