City Dwellers (Tom Clancy's Ghost Recon: Breakpoint)

Tell me, I don't understand if I'm going alone, why aren't there residents? In the previous version there were a lot of them, they drove, as it was lively, but in this version an empty city, empty roads, some bandits come across and that's it!

Can it be with me alone?
