Xbox live progress not syncing (Forza Horizon 4)

Hello. The situation is this: I wanted to play forza, installed it on a PC, but when loading saves, the process synchronization does not load. Hangs at 0% for half an hour. Tell me, in order to synchronize the process on a PC, do I need to turn on the console?

To clarify: the last 4 months I played Xbox, before that only on PC. Now there is no way to play Xbox, since I am not at home. But I would like to finish the season, I really want to pick up GMC.
