I had the last possible level, I don't know how many convoys, I remember just doing 10 convoys of 10 Handelsfleute each, when I received an order from a smuggler and I had to quickly throw off 32768 barrels of goods.
Further, 4 completely built-up villages of mine, where the mass of the unnecessary fleet was repaired and accumulated, in case it is necessary to donate a convoy to the nation to strengthen its power. In the villages, it slowed down by the terrible number of ships.
I redrawn the political map of the world by regions so that it was more convenient to pirate, although then I changed my mind and left 2 governor cities for three nations, the rest belonged to Holland, because my wife is Dutch. (as if the whole world is at her feet) :)
