Update Aug 2021: I upgraded ram 8GB>16GB and had the same issue. Run %AppData%, search for folder 'EMPRESS' inside it and delete it. Go back to 'Launcher.exe' and run again the game as Admin. The game will regenerate new 'EMPRESS' folder and its contents, and will skip the Crack Note. Solved.
