Turn off vertical sync in the game and in the video driver, turn off triple buffering, turn on the power management mode, to the maximum performance mode, set a high priority for the game through the task manager.

Don't give up :) Which one did you install? Try: Windows 10 LTSB, Windows 10 (1909), Windows 10 (20H2), also try different versions of video-audio drivers.
