I can't upload files to the Internet

Hello everyone, I ran into such a problem. I can't upload files to the Internet. When I download something, everything is fine. But if you need to upload files to VK, vatsap, mail, then there is no speed. Who knows how to treat this?

issue is resolved in 15 minutes - call your operator, explain the reason. Make a trace, check routing. In this case, you do not run to the PG, but to your provider immediately.

I have two computers connected via a hub, one is doing well and this one has a problem with the original connection.
Worked great before. I doubt very much that it is the provider. Considering that 2 laptops also work fine.
