Subtitling issue (Grand Theft Auto: Vice City Stories)

I play GTA VCS on a PSP emulator, but for some reason, there are no subtitles.
How to solve this problem?

By default they can be disabled. In the pause menu, go to the Display section and see if subtitles are on. In your case, most likely they are turned off there.
