Do not load mods from the workshop. (Crusader Kings 2)

Good afternoon, when you download mods from the workshop they are downloaded, but it is unclear where, and the launcher does not see them.What to do?

The launcher does not see them at all or the mod is in the list, and knopki activation no? The second is treated by restarting steam and the launcher. Also, if the mod is heavy, it does not lies entirely in the Studio, but the description usually says where you can download. All mods should be in the Documents\Paradox Interactive\Crusader Kings II\mod. Each mod is two files arhivchik and .mod.

There are 3 most likely causes:
1) Starting with version 2.8.2 requires a user name in Windows on the Latin alphabet (solved via userdir.txt)
