Prime matchmaking (Counter-Strike: Global Offensive)

Hi, I wanted to know if prime acc. Helps anyone? As I know, he should rid the cops of boosters, but recently 2 boosters were caught and recently there have been more cheaters. So I wanted to ask your opinion if he helps this pram at all?
