Here I would argue that for minimal settings and playable fps 25-30 and 4 GB of RAM with a creak will be enough.
With settings low / medium, textures high and selectively enabled effects, there were about 25 frames, and this is with BES enabled. The resolution seemed to have to be set to 1360 * 720 or whatever it is correct there. The processor was i3 2100, 4 GB of RAM.

I also have AMD Phenom ll. But it can be both x4 and x2. I have x4 940BE @ 3.3GHz. In this game the 7950 card is loaded to full. CPU in cities too. Write a full config. If you have DDRII RAM , then it overflows over time. Then a flight. With it 4 GB is not enough. Already in Velen there will be a flight:
