Save loading stops at 99% (Tom Clancy's The Division)

Can you please tell me, did anyone come across such a problem: after selecting a character, the download stops at 99% and does not go further (I tried to leave it for the night, it did not help). I created a new Persian, it comes in without problems. Who knows what the problem is, please share a solution
