Not logging into the server, java error (Minecraft)

Very often the error
java.net.connectexception connection timed out no further information pops up
and does not allow you to log in to the server for several hours, and then suddenly logs in.
disabling the firewall, etc. does not help. from the Internet.
I decided to remove and install java, and now another problem
