There was a mod in Skurima, I put it there that before the ending of the plot and
level 60, there were no DLCs. There is not yet.
I solve such absurdities by temporarily disabling add-ons in the manager :) I replayed in Skyrim and so that the antagonist from Dragonborn would not steal my soul right away, I disabled this mod for the time being. Here you can also do it) unless of course you do it before taking the quest.
