90 km / h with cargo. Not higher. Why? (Euro Truck Simulator 2)

Please tell me why, when I am traveling with a load, the speed does NOT exceed 90 km / h. At the same time, Volvo, if without cargo, then goes without restrictions.
How can restrictions be lifted? The config says uset g_use_speed_limiter "0"
