FPS on good hardware (Call of Duty: Modern Warfare 3)

Hello. PC - Windows 7 64-bit (not shitty), i7-3770k, 16 GB RAM, GTX 780, SSD game. It produces 45-48 FPS at any settings (from low to highest) and that's it. tried to dance with vertical sync, doesn't help. What can be wrong?
Steam-Rip, crack Reloaded, 1.2.358 (it was the same in other repacks).

Hmm, I have 4 GB of RAM, but I play at maximum speed without a single lag, the fps somehow did not even measure how much.
