The skill tree (abilities) does not improve (The Witcher 2: Assassins of Kings)

Game: The Witcher 2: Assassins of Kings.
Difficulty level: Mad

The problem is this:
Already a character of level 10 and 9 skill points. I can't improve, there is not even such a function. It just opens the skills menu and that's it. What to do?
